They went ahead and changed it with HARDLY ANY NOTICE!
A small article (1/6 page in MEN News) kept by my dad from Friday 21st October mentions they went ahead and only by googling it now could I find a bit more information:

Now not only have they extended the payable time schedule they have also changed the minimum time allowed to park from 15 minutes to 30! They have also up-ed the prices by 5p per slot!
Now if I remember right a fair few meters only had their prices up 2 months back when we went as a family to Red Hot Buffet for lunch!!
